I'll be crossing into Vietnam by train, travelling from Guilin, China. I read in one blog post that Vietnamese Visa documents can be obtained at border crossings. Is this true?

I need to be sure that I will be permitted into Vietnam because my Chinese visa will expire literally the same day that I plan to pass into Vietnam (on May 15). Do I need to arrange the Visa now through the Viet embassy in Shanghai? Or can I just wait to figure it out once I'm at the border crossing?

Yes, that's true. You can get the visa in advance for Vietnam.
